Course Purpose

The Certificate IV in Government (Fraud Control) is a nationally accredited course designed for personnel who have a delegated role within government for fraud prevention, detection, assessment and resolution. This includes the investigation of both internal and external allegations of fraud activity and ensures that any enforcement action resulting from detected non-compliance will minimise challenges to enforcement decisions presented to criminal or coronial courts, boards, tribunals or other regulatory commissions.

Intended Learning Outcomes

Successful completion of this course will result in the following learning outcomes;

• Accredited & Nationally recognised advanced investigation qualification.
• A level of investigation skills and knowledge based on current best practices as used by law enforcement bodies.
• Develop & manage an effective investigation plan within statutory, regulatory or organisational guidelines.
• Receive, monitor and validate data for indicators of fraud.
• Develop and implement advanced communication strategies including behavioural interviewing techniques.
• Develop and implement fraud control awareness sessions.
• Report on and finalise investigations including the preparation of a brief of evidence.

Course Structure

Our Certificate IV courses can be delivered in two modes.

• 2 week intensive training program
• I-Program

2 Week Intensive Training Program

The 2 week intensive training program delivers the Certificate IV Course package over 10 days of ‘face to face’ training.  This package can also be delivered in 2 x 1 week blocks over an extended period.  Training is followed up and verified through workplace assessments.

I-Program

The ICETS Certificate IV in Government (Fraud Control) program is a new and innovative professional development initiative. The ICETS Certificate IV program breaks down the components into a balance between on-line e-learning and face to face training.
On line e-learning covers the knowledge based topics which are relative to the units of competency required for the Certificate IV qualification.
Face to Face Workshop training (5 days) is based around an investigation scenario, where students work through the investigative processes of:

• Receipt of complaint
• Analysis of complaint
• Planning Investigation
• Implementing Investigation
• Reporting on results
• Compliance Enforcement Options
• Briefs of Evidence/Finalising Investigation

Course Recognition

The Certificate IV in Government (Fraud Control) is a nationally recognised qualification of advanced investigations skills required by those responsible for statutory investigation under a range of legislation, regulations, mandated government and organisational policy and procedure.

Successful course participants will be issued with a Certificate IV in Government (Fraud Control) or a Statement of Attainment for units achieved, where the student does not complete the full course.

Course Fee

For the I-Program the 'public' Certificate IV Courses cost $2,200 per person and include course text material, Computer Based Training CD, face to face training (ISC) and e-learning support.

Groups of 5 or more attract a 10% discount for all courses.

Delivery of the I-Program – packages for In-house groups of 10 or more attracts a discount of 20% and requires the client agency to provide training facilities and catering.

For the 2 Week Intensive Training Program - packages for groups of 10 or more students can be delivered 'in house'. This includes a full customisation of the course and requires the client agency to provide training facilities and catering. This delivery method attracts a discount of 15%.
